HON'BLE SUBHASH VIDYARTHI, J. 1. After hearing the parties what comes out is that rule prescribes minimum height of 167.7 cm. for general candidates i.e. other than the hilly area candidates. It is not in dispute that the respondent-petitioner is a general candidate and therefore he should have fulfilled the said condition however his height before interviewing him was found to be only 166.1 cm. thus he was 1.6 cm. less than the minimum height required. No doubt there is a provision for relaxation in rule 28 of the Uttar Pradesh Police Radio Subordinate Service Rules, 1982, which reads as under:- "Relaxation from the conditions of service: Where the State Government is satisfied that the operation of any rule regulating the conditions of service of persons appointed to the service causes undue hardship in any particular case, it may, notwithstanding anything contained in the rules appl
