This petition, purportedly in public interest, has been filed by the petitioner seeking a direction to remove the alleged illegal temporary toll plaza situated in Ahraura at Varanasi National Highway to Shakti Nagar and take action against respondent No. 5 in this regard. 2. Submissions have been made that toll plaza in question has been established by respondent No. 4 contrary to the provisions of the Uttar Pradesh State Highways Authority (Determination of Rates and Collection of Toll) Rules, 2011 ('Rules'). It is submitted that the Rules provide for a minimum distance of 40 Kms. between two toll plaza whereas the temporary toll booth is at a distance of only 18 Kms. Further submissions have been made that on account of setting up of the said toll booth, the crowding takes place
