Considering the facts of the case, we do not find any reason to interfere with the notice dated 6.8.2025 which is impugned herein, looking into the assertion of the petitioners that on account of the canal or drain, whatever it may be, access to the fields is hampered, therefore, the culvert has been constructed which is necessary. 3. We leave it open for the petitioners to approach the Executive Engineer, Sharda Nahar, Sitapur Prakhand, Sitapur who may look into the matter as to the need of the villagers and how far it can be reconciled with the norms of the Department and then take a considered decision in this regard.
