Allegation is that in the garb of demolishing the earlier existing toilet at Ganga Ghat, Shuklaganj, the old toilet was renovated and funds, which were meant for demolition and construction of a new toilet, were misutilized giving impression as if after demolition, fresh construction has been raised. 3. On being asked as to which authority is competent to look into or inquire into such allegations under the U.P. Municipalities Act, 1916, the counsel for the petitioner could not place before us the relevant provision. 4.
