Facts necessary for appropriate adjudication of the issues involved in this appeal are encapsulated as under:- 2.1 On 14.11.2018 a license agreement was entered into between the respondent no.2 and respondent no.1 for executing work relating to installation of telecom tower/mast for provision and enhancement of Mobile (Cellular) Network (2G/3G/4G) at five locations at four selected metro stations, whereunder the respondent no.2 was to design, procure, manufacture, fabricate, install, commission, manage, operate and maintain telecommunication tower/mast at its own cost.
