The petitioner, who had participated in the auction proceedings, was not awarded the contract. It is submitted that the auction proceedings had concluded, and the petitioner had already deposited a sum of ₹13,000/- (Rupees Thirteen Thousand). However, as the petitioner was the sole bidder and did not inspire confidence in the auction process, the proceedings were cancelled, and fresh proceedings are now underway. 2. The interest of the revenue in such matters is a paramount consideration particularly when there is a single bidder. 3. The petitioner is at liberty to participate in the fresh proceedings, in accordance with law, if he so chooses. 4. The amount deposited by the petitioner towards earnest money or otherwise proceedings shall be refunded to him forthwith, preferably within a period of ten days from today. 5. The
