Once the statutory remedy is available to the petitioner which he has not invoked before approaching this Court, we permit him to withdraw this writ petition and accordingly dismiss the same with the liberty as prayed for. 3. In case any such proceedings are initiated by the petitioner enclosing a copy of this order, the same shall be decided expeditiously and preferably within a period of three months from the date of the initiation of proceedings by a speaking and reasoned order.
