By means of this petition filed under Article 226 of the Constitution, petitioner has assailed the order of transfer dated 7th February, 2025 as well as the order dated 24th March, 2025. 3. This Court on 21st May, 2025 had directed to learned Standing Counsel to obtain instructions on several points. The order passed by this Court dated 21st May, 2025 is reproduced hereunder: "1. Heard Shri Pradeep Kumar Upadhyay, learned counsel for petitioner and learned Standing Counsel. 2. Petitioner has questioned the decision taken by the competent authority, namely, the Inspector General of Police, (Establishment) dated 24.03.2025 in rejecting the representation of the petitioner to be transferred to a place nearby Varanasi so that he may undergo treatment at Banaras Hindu University Medical Hospital,
