By means of this petition filed under Article 226 of the Constitution petitioner has prayed for writ of mandamus commanding the respondent competent authority to open the sealed cover. In respect of the promotion of the petitioner as Head Constable as according to him the sealed cover procedure was adopted in the year 2019 when other similarly placed Constables like petitioner were being considered to be promoted as Head Constable. Learned counsel for petitioner has placed the relevant Government Order dated 28.05.1997 which provides for opening of sealed cover to offer ad hoc appointment after a period of one year of it being adopted. 3.
