Petitioner is aggrieved by the order passed upon his representation which he had made against the respondent No. 5 an employee of the respondent establishment. 3. It is contended that the respondent authority is not justified in rejecting the representation of the petitioner as baseless. 4. Learned Standing Counsel has raised preliminary objection as to the maintainability of this writ petition on behalf of the complainant against respondent No. 5 as petitioner is not member of the service of the respondent establishment and, therefore, cannot have any stake. 5. Upon a pointed query being made counsel for petitioner could not dispute that petitioner was not employee of the respondent establishment, however he pleaded that his complaint deserved examination by the authority regarding certain developmental activity which was carried out. 6.
