By means of this petition filed under Article 226 of the Constitution of India, the petitioner has prayed for following reliefs: "I. Issue a writ, order or direction in the nature of mandamus directing the respondents to post the petitioner on the proper place in the light of Circular dated 27.09.1990, 13.06.1991, 15.04.1995 and 08.07.1996 after taking into consideration of the seniority." 3. It is submitted by learned counsel for the petitioner that the petitioner is working as Senior Assistant in District Sonbhadra and claims to be the senior most assistant and deserves to be posted with District Magistrate. He has also placed reliance upon the various circulars dated 27.09.1990, 13.06.1991, 15.04.1995 and 08.07.1996.
