Petitioner who is seeking promotion from the post of Inspector to Deputy Superintendent of Police has come before this Court with the prayer that the sealed envelope may be permitted to be opened in the light of provisions contained under the Government Order dated 28.05.1997 read with 09.01.2018. 3. It is argued by learned Senior Advocate appearing for the petitioner that the sealed cover procedure was adopted in the matter of petitioner on 09.08.2023 on account of pending criminal case in connection with case crime no. 01 of 2021 instituted in the year 2021 which resulted in filing of charge sheet by the police in the year 2022.
