The instructions placed before this Court are taken on record and a copy whereof is also supplied to the learned counsel for the petitioner. As per the instruction Special Investigating Team (SIT) was constituted which submitted a report to the District Magistrate, Etah upon which notices were issued to the petitioner to submit reply. According to the petitioner, he applied in response to the notice for supply of requisite documents which were not supplied to him earlier and accordingly he could not submit the reply.
