The present petition seeking a writ of mandamus has been filed without any prior attempt having been made by the petitioner to seek redressal of the grievance through appropriate representation before the competent authority. 3. The prayer made in the writ petition affects the property of third parties, who have not been impleaded. 4. In these circumstances, it is difficult for us to accept the bona fides of the petitioner to institute the present proceedings for the relief sought herein. 5. The writ petition is, accordingly, rejected. However, it is open to the petitioner to approach the
