Submissions have been made that respondent no. 4 is a private builder and is illegally extracting ground water in and around the area in question which has allegedly been decreasing the ground water level in the area and its adjoining villages. 3. Based on the address of the petitioner and that of the location of respondent no. 4, when a query was made pertaining to the distance, learned counsel for the petitioner submitted that the distance is sizeable.
