He has alleged in paragraph No.3 of the Civil Misc. Public Interest Litigation (for short, 'PIL') that he was espousing the cause of the public in general in his locale, acting on their behalf, to protect public utility land, such as drain (Nali), manure pit, pond, khalihan, road etc. He says that he has no personal interest in the matter. The PIL petitioner, however, does not disclose how many such public causes the petitioner has espoused in the past. We say this for a reason, which would presently appear. 3.
