We have heard Mr. Arun Sharma, learned Counsel for the petitioner. 2. He submits that his client is suffering from Asthma, Chronic Obstructive Pulmonary Disorder and Lumbar Spine Stenosis and is presently admitted in hospital. 3. It appears that the petitioner’s representation, against his transfer, has not been decided by any speaking order. 4.
