Prayer made in the writ petition is to command the third respondent i.e. District Magistrate, Kanpur Nagar to issue license of running a Hookah Bar in favour of the petitioner. No provision in law is shown which obligates the District Magistrate to grant such license. In such circumstance no mandamus can be issued. Remedy of the petitioner would be to apply for appropriate license from the concerned authority. Leaving it open for the petitioner to do so, this petition is consigned to records.
