Since the dispute between petitioner and private respondents are pending before the civil court and revenue court, we would not be inclined to issue any direction to the district administrative authorities to conduct an enquiry in the matter on the issues which are subjudice before the civil court. 2. The principle of separation of powers clearly envisage distinct role for the civil courts and district administration both, and for the issues which are pending before the civil court the authorities will have limited role to play. Mainly their role is to preserve peace on the spot or such other functions that are statutorily assigned. 3.
