Heard learned counsel for the parties. The petitioner wants action against 4th respondent who is Chief Medical Officer, Kushinagar. It is alleged that a High Powered Inquiry Team has been constituted by the State Government to look into malpractices and corruption made by the said respondent. An objection is taken to the maintainability of the writ petition on the ground that the petitioner has no locus to interfere and the petition otherwise has not been filed in public interest. It is undisputed that none of the petitioner's individual rights are infringed. We are not convinced with any locus in the petitioner to intervene in the matter as he is not shown to be a person aggrieved or prejudiced in the matter.
