This petition is of the year 2010. The record demonstrate that no counter affidavit has been filed by the State or Gaon Sabha for last more than 14 years, as such the matter should be decided on the basis of averment made in the writ-petition rather to adjourn the writ-petition. 4. Brief facts of the case are that petitioners' father was granted 'Agriculture Lease' on 22.01.1979 in respect to plot no. 1195, area 0.194 hectare and plot no. 1280, area 0.126 hectare and plot no. 1280, area 0.126 hectare (new plot nos. 644 &
