As per instructions petitioner has been working at Central Pulp & Paper Research Institute, Saharanpur in the training cell ever since he stood transferred from Delhi vide order dated 11.01.2023 and since he was given additional charge only of Engineering and Maintenance Division, the same has stood withdrawn. 3. It is contended by Sri Rai that the petitioner is working in the same department and therefore, the petitioner should not have any grievance. He submits that the petitioner has never challenged the transfer order dated 11.01.2023 to the said training cell division of the institute. 4.
