By means of this petition filed under Article 226 of the Constitution petitioner has prayed for following substantial reliefs: "A. a writ, order or direction in the nature of mandamus, commanding the respondents to pay the petitioners the arrears of about four years till date for the Time Pay Scale, 1st Promotional Pay Scale and 2nd Assured Career Progression along with penal interest admissible in law." 2.
