The explanation offered in the petition that petitioner had been served with a copy through an advocate does not appear to be satisfactory one. The petitioner since has already represented the matter earlier which came to be decided in the year 2013 ought to have approached this Court for expeditious disposal of the representation. In none of the paragraphs of the petition it has been disclosed that the petitioner has ever approached this Court for expeditious disposal of the case. 2. In such above view of the matter, it clearly transpires that the petitioner has been slept over for over last ten years. 3.
