Learned counsel for the petitioner submitted that earlier petitioner is working on the post of Sub Inspector of Police (Accountant) and superannuated on 31.1.2019. After retirement, petitioner has received show cause notice dated 9.9.2024 alongwith preliminary enquiry report dated 26.6.2024. Thereafter, petitioner has submitted reply of the same, but without considering the reply of petitioner, respondent no.2 has passed impugned order dated 16.12.2024 imposing a penalty of Rs. 4,88,087/- upon the petitioner for recovery. 3.
