Accordingly, the impugned orders dated 5th September, 2020 and 23rd September, 2019 marked as Annexures - 9 and 7 to the writ petition are hereby quashed. Refund of recovered amount along with interest at the rate of 8% is directed to be paid to the petitioner within a period of two months from the date of production of certified copy of this order.
