By means of present petition, filed under Article 226 of the Constitution, petitioner has prayed for mandamus commanding respondent authority to open the seal cover envelop and promote the petitioner from the post of Sub Inspector (Civil Police) to Inspector (Civil Police). Learned Standing Counsel has obtained instructions in the matter and placed the same before this Court, which is taken on record. As per instructions, the government order dated 28.5.1997 provides for opening of sealed covered only upon completion of one year period.
