By means of this petition filed under Article 226 of the Constitution, petitioner wants opening of the envelop which has been sealed as per the sealed cover procedure adopted for promotion of an employee. It is contended by learned counsel for the petitioner that petitioner's candidature has already been considered for adhoc promotion but the Promotion Committee has put the same in a sealed envelop and if it is opened as per government order/ circular petitioner would automatically get promoted. Considering the facts and circumstances of the case, this Court issued a direction on 27th February, 2025 commanding the respondent No.- 3 to send proposal of adhoc promotion in terms of the Government Order dated 28th May, 1997.
