The order of major penalty reverting the petitioner to minimum of pay-scale dated 20.06.2024 is under challenge only on the ground that petitioner was not given a show cause notice along with an enquiry report so as to furnish his explanation to the proposed punishment. 3. While entertaining this petition on the very first day, this Court required instructions from the learned Standing Counsel as to whether petitioner was served with the show cause notice along with enquiry report or not. Instructions have been obtained and are placed before the Court which are taken on record. 4. As per the instructions it is stated that show cause notice along with enquiry report was sent upon the permanent address of the petitioner on 09.01.2024 by registered post, however, petitioner was not found there, then the notice was sent by registered post to his current address on 19.01.2024, even then when th
