Briefly stated, the petitioner is a permanent commissioned Whole Time Lady Officer [‘WTLO’], who was appointed in 2006 through the UPSC1 under the National Cadet Corps (Whole Time Lady Officers Recruitment Rules, 1995 [‘1995 Rules’]. Evidently, her appointment and terms of service are governed by Appendix ‘A’ dated 12.03.1997 and at the time of filing W.P.(C) No.2437/2024 as well as the aforesaid contempt petition, she was serving as the Administrative Officer in the rank of Major with 3 Delhi Girl Battalion, National Cadet Corps [‘NCC’]. 4.
