The learned counsel submits that the petitioner has only submitted the genuineness certificate based on the mutation of the name of one Shaik Bhimabi, in the revenue records whose name was mutated by the then MRO, Kaluvoy Mandal. As such, the petitioner cannot be made responsible for disbursement of compensation or the issuance of the genuineness certificate.
