By means of the instant writ petition, the petitioner has sought to issue a writ of Mandamus commanding the opposite parties to provide electricity connection at House No.291, Pike Road, Begum Ward, Pargana & Tehsil-Sadar, District-Pratapgarh. Admittedly, the petitioner is co-owner of the house in question and there is an outstanding liabilities of Rs.1,30,321/- for consumption of electricity previously made. During subsistence of such a liability, new connection cannot be activated. The petitioner, at this stage, has stated that he is ready to discharge the outstanding liability in installments. For such a grievance, it is open to the petitioner to make an appropriate representation to the Executive Engineer concerned. In case any such representation is preferred within one month from today, the same shall be considered
