Heard Sri Lallan Prasad Singh, learned counsel for the petitioner and Sri Ashok Mehta, learned Additional Advocate General assisted by learned Additional Chief Standing Counsel. 2. By means of this petition filed under Article 226 of the Constitution of India, the petitioner has questioned the order of District Horticulture Officer, Bulandshahr dated 06.07.2017, whereby, her claim for regularization in employment taking the recourse to the provisions of U.P. Regularization of Daily Wages Appointments on Group 'D' Posts Rules, 2001 (hereinafter referred to as Regularization Rules, 2001) has come to be rejected. 3. It Is argued on behalf of the petitioner that petitioner was initially engaged first time in the year 1989 on a daily wage basis as Mali (Gardener) by way of seasonal labour in the Horticulture Department of District Bulandshahar. She was made to continue as such, though with artificial breaks
