This petition, purportedly in public interest, has been filed by the petitioner inter alia seeking a direction to respondent no.1 to frame the policy/guidelines for the dynamic (rotating or moving) display of Ashoka Chakra in the National Flag. 2. A perusal of the petition indicates that the petitioner has sent a proposal to the Hon'ble Prime Minister of India for installation, adoption, demonstration of moving Ashoka Chakra on bottom of Ashok Stambh Mechanism as a symbol of national pride and technological innovation. 3. Apparently, the said proposal made by the petitioner has not been accepted/acted upon by the respondents. 4. Filing of the present petition, purportedly in public interest, only on account of the respondents not acting on the proposal of the petitioner, cannot render the proposal given by the petitioner in publi
