Heard learned counsel for the petitioner, learned Standing Counsel for the State and perused the record. 2. The instant writ petition has been filed for the following relief: "I. Issue a writ, order or direction in the nature of writ of mandamus directing the respondent no.2- Additional District Magistrate (Finance/ Revenue), Maharajganj to decide the case no.986 of 2023 computerized case no.D202305470000986 (Surendra Pathak vs. Gaon Sabha), U/s 67 (5) of U.P. Revenue Code, 2006 within stipulated period. 3. Learned Standing Counsel as well as learned counsel appearing for Gaon Sabha has raised a preliminary objection that since the petitioner is not party to the proceedings and, therefore, the appeal cannot be expedited at his behest. 4.
