The Court made the following: ORDER: This Writ Petition under Article 226 of Constitution of India is filed for the following relief: “…to issue an appropriate writ or order or a direction more particularly one in the nature of writ of mandamus declaring the action of the respondents in not releasing the admitted 3rd and final bill and price adjustment/escalation amount of Rs 5,91,01,152/- (Rs 3,95,60,196/- + Rs.1,95,40, 956/-) even after finalizing the bill payable to the petitioner after successful execution of work for “Modernization of Teki Drain from KM 9.500 to 21.900 by dredging in G.E.Delta of East Godavari District vide Agt No.28 DC/2022-23 Dt 31.03. 2023 in Water Resources Department Irrigation Circle Dowlaiswaram in Drainage Division Kakinada in Drainage Sub-Division Ramachandarapuram as is illegal, arbitrary and violative of Articles 14,21 and 300-A of the Constitution of India and also violative of principles of natural justice consequently direct the respondents to release the admitted 3rd and final bill and price adjustment/escalation amount of Rs 5,91,01,152/- (Rs.3,95,60,196/- + Rs.1,95,40,956/-) due to the petitioner in respect of execution of work forthwith inter
