We have heard Mr. Ravinder Agarwal, learned Standing Counsel for the petitioner and Mr. Abhigya Kushwah, learned Counsel for the Respondent 1. 2. A perusal of the impugned judgment passed by the Central Administrative Tribunal1 reveals that the Tribunal has proceeded on the premise that, mid-selection, the UPSC decided to fix a minimum cut-off of 40 marks for the interview.
