In these circumstances, this writ petition filed in public interest lacks the requisite requirements of instituting a P.I.L. 3. We decline to entertain such a petition prepared by the petitioner without undertaking any research and without impleading necessary parties herein. 4. The petition is accordingly dismissed. .
