Prima facie, we do not gather any concrete material, on the basis of which it can be inferred that the purchase of some items has been made without calling for the quotation. In respect of the purchases so made, the complaint was also looked into by the State. 3. It is informed that an inquiry was conducted by the State and it was not found that any irregularity had been committed in the purchases so made. The only irregularity pointed out is that the opposite party no. 3 failed to inform the department regarding the firm which was owned by his son. 4.
