Heard learned Counsel for the parties and perused the record. 2. The present writ petition has been filed for the following relief. "(i) Issue a writ order or direction in the nature of mandamus directing the District Magistrate/Collector, Siddharth Nagar (respondent no.2) to decide the Case No.1760/2022 Computerized Case No. D202217630001760 (Chandra Prakash Versus State), which is pending since 17.10.2022 within stipulated period as may be fixed by this Hon'ble Court." 3. A preliminary objection has been raised by learned Standing Counsel that the petitioner is complainant in the proceedings and he has no locus to file the present petition as he is not a party to the aforesaid proceedings, therefore, the present petition is not maintainable. 4. In view of the above, the present writ petition is dismissed with liberty to the petitioner to avail the remedy as available to him under the law
