The instant petition has been filed praying for a writ of mandamus commanding the respondents to pay compensation to the petitioners in respect of Khasra No. 430(ka) area 0.1500 hectares of the revenue village Sudan Pur-A, Pargana, Tehsil and District Bareilly. 2. The facts of the case have been noted in a previous order dated 09.01.2005 which is reproduced below: "1. It is not in dispute that the State respondents have utilized the land of the petitioners for construction of dam without any formal acquisition and payment of compensation in the year 2015-16. On 16/17.02.2018, a Committee headed by the Collector, Bareilly decided to pay compensation to the affected persons at four times the circle rate.
