By means of the instant petition under Article 226 of the Constitution, the petitioner has prayed for quashing of order dated 14.5.2018 passed by respondent no. 1 under Section 41 of the Uttar Pradesh Urban Planning and Development Act, 1973 (in short 'the Act, 1973') and the recovery certificate dated 22.2.2018 as well as order dated 23.3.2018 passed by respondent no. 3 under Section 28A(1) of the Act, 1973. 3. It appears that the Ghaziabad Development Authority (in short 'GDA') imposed a sum of Rs. 114,26,08,800/- tow
