Heard learned counsel for the petitioners, learned standing counsel for State- respondents and Sri Jai Bahadur Singh, learned counsel for respondent no. 4. 2. After some argument, learned counsel for the petitioners submitted that petitioners may be given liberty to file fresh petition before respondent No. 2 and further direction may be issued to respondent No. 2 to decide the same within a stipulated time. 3. Learned counsel for respondents submitted that representation of the petitioners shall be considered and decided at the earliest. 4. In view of the facts and circumstances of the case, the writ petition is disposed of with liberty to petitioners to move fresh separate representation along with certified copy of this order before respondent No. 2- Principal Secretary, Department of Irrigation and Water Resources, Civil Secretariat, Govt. of U.P., Lucknow within two weeks
