It is submitted that pursuant to the Advertisement dated 17.06.2008 published from the office of District Panchayatraj Adhikari, Muzaffar Nagar, petitioner has applied for the post of Safaikarmi and in the waiting list published by respondent no.2, the name of the petitioner was also shown but till date no appointment letter has been issued to him. 4.
