$~64 * IN THE HIGH COURT OF DELHI AT NEW DELHI + W.P.(C) 903/2025 and CM APPL. 4442/2025 STAFF SELECTION COMMISSION & ANR. .....Petitioners Through: Ms. Rukhmini Bobde, Adv. versus ROHANPAL SINGH .....Respondent Through: Ms. Esha Mazumdar, Mr. Setu Niket and Ms. Unni Maya S., Advocates CORAM: HON'BLE MR. JUSTICE C. HARI SHANKAR HON'BLE MR. JUSTICE AJAY DIGPAUL JUDGMENT (ORAL) % 25.02.2025 C. HARI SHANKAR, J. 1. The respondent in this case was found unfit for recruitment as Constable in the Delhi Police as suffering from hyper tension. 2. His blood pressure was checked once by the Board, which conducted the Detailed Medical Examination1 and nine times by the Board, which conducted the Review Medical Examination2. On both occasions, his blood pressure was found to be high. It appears that a Coordinate Bench of this Court has, in Staff Selection Commissioner v Mukeem Khan3, taken the view that guidelines for RME prevalent to the Central Armed Police Forces and Assam Rifles should also be applicable to the Delhi Police. As per the said guidelines, the blood 1 “DME”, hereinafter 2 “RME”, hereinafter 3 2025 SCC OnLine Del 379 Signature Not Verified Digitally Signed By:AJIT W.P.(C) 903/2025 Page 1 of 2 KUMAR Signing Date:27.02.2025 19:12:01 pressure of the candidate should be taken over a period of three days before declaring him unfit for appointment. 3. On that sole ground that the Coordinate Bench has upheld the order of the Tribunal directing the candidate to be subjected to a fresh medical examination. 4. Ordinarily, we would be bound by the judgment of the Coordinate Bench. In the interest of uniformity, especially as decision of the Coordinate Bench also pertains to recruitment to the same post, we decline to interfere with the impugned judgment passed by the Tribunal.
