Challenge inter-alia has been laid on the ground that under Section 3 of the Commissions of Inquiry Act, 1952 ('the Act'), the appointment of an Inquiry Commission can only be made if a resolution in this behalf is passed by the Legislature of the State and in absence of such resolution, the constitution of the Commission by order dated 29.01.2025 is bad. 3.
