The CAPART was later merged with the National Institute of Rural Development and Panchayati Raj3. The NIRDPR is the petitioner before us in these writ petitions. 2. Consequent to the acceptance of the recommendations of the 6th Central Pay Commission4, the pay of the respondents was upwardly fixed by the CAPART by Office Orders dated 26 June 2012. 3. This was, apparently, done without obtaining the requisite approval from the Ministry of Rural Development5. The MORD communicated as much to the CAPART in May 2013. 4.
