This Full Bench has been constituted on the orders of the Hon’ble the Chief Justice pursuant to the common reference order dated 12.12.2019 passed by the learned Division Bench in these two petitions wherein, besides seeking recall of judgment dated 07.01.2019 passed in WP(C) No. 10139/2009 and WP(C) No. 1415/2012 titled as Parmod Kumar Kaushik & Ors. v. Union of India & Ors., the petitioners have also sought an order restraining the respondents from revising the seniority list of Inspectors (Accountant) issued on 01.01.2017 as per the directions issued in Parmod Kumar Kaushik (supra). On 12.12.2019, the Division Bench, upon consideration of the petitioners’ submissions, directed that the matter be placed before a Larger Bench for examining the correctness of the decision in Parmod Kumar Kaushik (supra).
