The present Writ Petition has been filed under Article 226 of the Constitution of India with the following prayers:- "(1) issue a writ of certiorari for quashing the order dt. 7.4.2008 passed by the Deputy Inspector General on behalf of President Of India, with all consequential benefits; (2) Direct the respondents through a writ of mandamus to open the seal covers and if the petitioner has been approved for promotion he be promoted to the rank of I.G. with all consequential benefits from date his next junior was promoted.
