Heard Sri Amitabh Tripathi, learned counsel for the writ petitioner and Sri Prem Shankar Mishra, learned Standing Counsel for the State. 2. Though, learned counsel for the writ petitioner has made a statement at bar that though he had questioned the order dated 11.09.2019 imposing the punishment of censure entry as well as the order dated 20.02.2021 rejecting the appeal being time barred but he confines his relief for the consideration the claim of the writ petitioner for promotion and other aspects ignoring the import and impact of the punishment order. 3. Learned Standing counsel submits that whatever might be whenever a fresh exercise for promotion is undertaken or any monetary benefit is to be accorded then the authorities would consider the effect and the efficacy of the punishment order. 4.
